Fallout; The Ville
Sometimes a wasteland explorer may not have the caps or luck to get their hands on a decent set of armor. Yet those with a little cunning can fashion their own armor from the wealth of resources found in any pre-war ruin. This Makeshift Armor is not as comfortable as normal armor, but it gets the job done… so long as the job is keeping your hide in one piece. In game terms, you can build a special suit of armor for your character by gathering up enough Junk Parts and fashioning it into a protective layer around you body. Each set of Makeshift Armor is custom made for a single person and needs no special proficiency to use effectively. The downside is that they are heavier and bulkier than most other armors, slowing you down and making it harder to move. It is also important to note that this type of armor can be made as a Mastercraft item, but cannont be modified by the gadget system (D20 Future).
